Just days after Hamas attacked Israel, Trump, in a video posted from his Mar-a-Lago estate here, declared: “I kept Israel safe. Nobody else will. Nobody else can. And I know all of the players — they can’t do it.”
Trump did lay out a few markers in the three weeks that followed the Hamas attack. He said on Oct. 11 that a future Trump administration would “fully support Israel defeating, dismantling, and permanently destroying the terrorist group Hamas,” while telling the Republican Jewish Coalition later that month that Hamas fighters “will burn forever in the eternal pit of hell.“ That month, his campaign also said that, if elected again, he would bar Gaza residents from entering the U.S. as part of an expanded travel ban.

An item from a May 1989 gossip column placed Trump and both Maxwells at a party aboard the elder Maxwell’s yacht, named the Lady Ghislaine, that featured caviar flown in from Paris and former Republican Sen. John Tower of Texas. The item notes that Trump compared his own larger yacht with Maxwell’s.
As it happened, Trump’s yacht, the Trump Princess, had originally belonged to the Saudi arms dealer Adnan Khashoggi — the uncle of slain Washington Post contributor Jamal Khashoggi — and Maxwell’s yacht had originally belonged to one of Adnan’s brothers.
Two years later, Maxwell fell off his yacht in the middle of the Atlantic Ocean and drowned, a sensational death that was ruled accidental.
“He was a character and a colorful guy, and I think we were lucky to have seen even a short time of him in New York,” Trump told Larry King during an appearance on CNN two weeks later. “He was my kind of a guy.”
Maxwell’s biographer later related an incident from around the same period when his daughter was working for one of his business enterprises selling corporate gifts.
While planning a trip to New York, she asked her father to use his friendship with Trump to get her a meeting with the real estate mogul.
“Have you got your bum in your head?” the elder Maxwell responded, according to an account by the late Nicholas Davies, a Mirror editor who wrote Maxwell’s biography. “Why the f— would Donald Trump want to waste his time seeing you with your crappy gifts when he has a multimillion-dollar business to run?”
It appears the elder Maxwell sold his daughter short. A 1997 New Yorker profile of Trump notes that the article’s author shared a ride to Palm Beach on Trump’s private jet with Ghislaine Maxwell, as well as a teenage Eric Trump and Matthew Calamari, a longtime member of Trump’s private security team.
It is unclear whether Ghislaine Maxwell first introduced Trump and Epstein, who socialized together at least as early as 1992, but she was crucial in ensuring Epstein’s access to Trump’s world. Archival video unearthed on Wednesday by NBC from that year shows Trump and Epstein surrounded by dancing women at Mar-a-Lago, with Maxwell smiling in all the background.

As Donald Trump and Melania stay in the US Ambassador’s London residence, one picture will mean more to the First Lady than any other.
It’s not Winfield House’s painting of Churchill or its George Washington portrait that shows the special relationship between the UK and US, but a picture Ambassador Woody Johnson has hung in his office.
Johnson was the Heir of Johnson&Johnson and one of the biggest fundraisers for Trump’s campaign despite originally supporting Jeb Bush for the Republican presidential candidacy.
Suzanne Ircha, a close associate of Melania Trump, is listed in a previously unseen address book that apparently belonged to Jeffrey Epstein in the 1990s.
The address book, obtained by Insider, brings dozens of notable names into Epstein’s network for the first time. It also traces previously reported relationships back to the 1990s.
Ircha, who now goes by Suzanne Johnson following her marriage to New York Jets owner Woody Johnson, is frequently described in the media as the best friend of Melania Trump. Her presence in Epstein’s Rolodex adds to a web of known connections between the former First Lady, her husband, and the sex offender.
Ircha Johnson, an erstwhile actress who starred in two B-movies during a hiatus from the financial sector, formerly worked as an equities saleswoman at the investment bank Sandler O’Neill. Like Epstein, she started her finance career at Bear Stearns.
Her entry in Epstein’s address book shows not only an apartment in Midtown Manhattan, but also the phone numbers of her sister and brother. Through a spokesperson, Ircha Johnson declined to comment or explain why Epstein had her and her siblings‘ contact information.
Ircha’s entry is one of many Epstein connections that have never before come to light. There are 221 unique names in the Rolodex that do not appear in Epstein’s previously published address book, which dates nearly a full decade later.
According to the Rolling Stone, Walker had known Epstein for a long time when she had no connection with the Gates Foundation. She first met Epstein in 1992 when she was aspiring to be model and had just graduated from college. Walker was sightseeing in New York City on a vacation when Epstein reportedly approached her at the Plaza Hotel alongside Donald Trump, who at the time owned the landmark property.
Trump’s parties at Mar-a-Lago often featured models from Miami who floated around the patio and pool, with many more women than men, friends have recounted.

Epstein, who in 1990 bought his own place in Palm Beach, two miles north of Trump’s, never became a member of Mar-a-Lago but visited the club for social events, Garten has said. On some of those occasions, Epstein was accompanied by Maxwell.
“Donald liked Epstein,” said Steven Hoffenberg, a Trump acquaintance who was Epstein’s business partner at a New York private equity firm in the 1980s and ’90s, until Hoffenberg was convicted of running a massive Ponzi scheme. “But he was crazy about Maxwell, a very charming lady.”
Epstein made several appearances at Mar-a-Lago. He attended a party there with NFL cheerleaders in 1992, where he was videotaped by an NBC news crew gathering footage for a segment on Trump. The network recently released the footage, in which Trump greets Epstein warmly and whispers in the financier’s ear, leading Epstein to double over in laughter.

Around that time, Trump flew at least once, in the late 1990s or 2000, on Epstein’s private plane from Florida to New York, according to Epstein’s brother, Mark, who described the flight in a 2009 deposition.
In an interview last week with The Post, Mark Epstein said Trump flew on the plane “numerous times” but said he was only present for one flight.
“They were good friends,” Mark Epstein said. “I know [Trump] is trying to distance himself, but they were.” He added that Trump used to comp Epstein’s mother and aunt at one of Trump’s Atlantic City casino hotels. When a Post reporter sought further details, Mark Epstein hung up.
When Jeffrey Epstein’s little black book of phone numbers appeared in a court file a few years ago, it contained 14 numbers for Trump; his wife, Melania; and others in Trump’s inner circle.
Trump and Epstein’s appearances together often made the news: In February 2000, Epstein and Maxwell attended a celebrity tennis tournament at Mar-a-Lago. Epstein brought along Prince Andrew, who was photographed with Trump and his then-girlfriend Melania Knauss.
Trump also dined at Epstein’s Upper East Side Manhattan mansion in 2003, according to New York magazine. “The dialogues are so engaging,” Epstein told the magazine, “that serving even the most extraordinary food sometimes seems inappropriate.”
But according to Stone, Trump turned down numerous invitations to Epstein’s private island and his Palm Beach home. In a 2016 book, Stone quoted Trump as saying that “The one time I visited [Epstein’s] Palm Beach home, the swimming pool was full of beautiful young girls. ‘How nice,’ I thought, ‘he let the neighborhood kids use his pool.’ ”
‚Palm Beach egos going at it‘
It was another prime property on Palm Beach island that pitted the two men against each other — a six-acre oceanfront estate with a 180-degree view of the Atlantic.
In November 2004, Trump, who was starring in NBC’s “The Apprentice” at the time, declared himself intent on winning “the finest piece of land in Florida and probably the U.S.,” an estate that had been seized as part of the bankruptcy of nursing home magnate Abe Gosman.
Trump said he planned to create “the second greatest house in America, Mar-a-Lago being the first” and then resell it.
Epstein was also enraptured by the property, which Gosman had purchased in 1988 for about $12 million from Leslie Wexner, the Ohio-based retail executive who was a friend and patron of Epstein’s. In contrast to Trump, Epstein seemed interested in living at the place. Harley Riedel, an attorney for Gosman, said the previous owner had filled the mansion with pricey art and “really did have in his heart that it would be nice if someone moved in and lived there.”
At first, Epstein pressed to gain the upper hand in the competition for the estate, according to Luzinski, the bankruptcy trustee. Epstein agreed on a price and terms that were viewed as favorable for Gosman’s creditors if a higher bid didn’t emerge, he said.
As the competition heated up, Trump and Epstein began talking each other down to the trustee, Luzinski said.
On Nov. 15, 2004, the bidders, their representatives, and a small cavalry of lawyers representing the creditors and the Gosman family gathered in a courtroom at the U.S. Bankruptcy Court in West Palm Beach. Trump was connected by phone.

The auction began with an attempt by one of Epstein’s three attorneys to knock Trump out of the bidding. Attorney Andrew Kamensky argued that Trump was not qualified because he demanded that the property have title insurance or he would not close on the sale. “What I’m telling you is that Mr. Epstein will — he will close,” Kamensky said, according a transcript obtained by The Post.
Trump wasn’t in Palm Beach — his own attorney, Raymond Royce, was in the courtroom. But Trump was on the phone, and now he chimed in to defend himself.
Riedel’s first notice that Trump might personally take part in the proceedings came when his voice boomed from the speakerphone. “I was sort of shocked,” the lawyer said.
Judge Steven Friedman rejected Epstein’s objection. The bidding began with Epstein’s offer of $37.25 million, but he dropped out after his bid of $38.6 million was topped.
Trump “had made up his mind to get it no matter the price,” said Charles Tatelbaum, a lawyer for one of Gosman’s creditors, JPMorgan Chase Bank.

There were two reactions to come out of this weekend’s revelation that Cambridge Analytica, a voter-profiling firm enlisted by the Trump campaign, had accessed 50 million Facebook accounts’ worth of data to, in the words of The New York Times, “identify the personalities of American voters and influence their behavior.” Many outlets and individuals referred to the access as a “breach” of Facebook’s data walls, an illicit action that took advantage of Facebook without its knowledge. But the collection and use of the data was incredibly normal. Facebook knew it, and didn’t make a secret of it.
The reaction of Facebook’s own staff was one of light exasperation, as if explaining a mundane fact of life to children. Though Facebook itself issued a self-serious PR statement saying it had banned Cambridge Analytica from its platform, one of its VPs took to Twitter to explain that the data the company accessed was freely provided by Facebook itself. Alex Stamos, chief security officer at Facebook, explained in a series of now-deleted tweets:
“Kogan [one of Cambridge Analytica’s researchers] did not break into any systems, bypass any technical controls, or use a flaw in our software to gather more data than allowed. He did, however, misuse that data after he gathered it, but that does not retroactively make it a ‘breach’.”
He continued:
“At the time of this quiz [app written to collect data], the Facebook API allowed app developers to see a larger portion of the data available to a user than we do now. This included names and likes from friends, There were privacy controls available to both the user of the app and their friends. The ability to get friend data via API, with the permission of a user, was documented in our terms of service, platform documentation, the privacy settings and the screen users to login to apps.”
The problem with the situation that Stamos described is that it elides yet another situation: that of how users’ data is guarded, or in more cases, collected, used, and sold, with their legal permission, if only their dim awareness. All manner of sins in our modern tech-driven society can be covered by a single clause that notes “anonymized” data “may be shared” with “third parties.” Such a clause appears in most terms of services of the apps and platforms we use, with no opportunity to opt out or otherwise control our data; to use Facebook or Google is to conscript our information into service to “pay” for our use of them. It’s always been true that nothing is free, and if there’s no product to buy, you are the product. The great achievement of the tech behemoths has been how easy they’ve made it to forget that.
Facebook was not alone in its calm, quietly frustrated reaction. Many Silicon Valley dwellers and people who follow the industry reacted similarly, so annoyed that some seemed to think the outrage was disingenuous — of course these companies are using your data like this.

It is well-documented that policymakers have been incredibly slow to protect people from predatory data use, in part because most are tech-illiterate, and in part because the effects are so abstracted and difficult to measure. (Europe is doing a somewhat better job than the U.S., but tech companies are so powerful and well-resourced, and move so quickly, that it’s almost impossible for a mere government to pin them down.) Most companies that trade in the sale and manipulation of personal information are private and beholden to few rules other than the bare minimum of those they establish themselves, to avoid scrutiny and be able to say “we told you so” if an angry individual ever comes calling. Even if a consumer is aware their data is being passed around, their ability to control it once it’s out there is virtually nil: if they request it be deleted from one data broker, it can simply be bought back from from one of several gigantic firms that have been storing it, too.
It is an open question what the actual effect of Cambridge Analytica’s work on the presidential election was, and what the outcome might have been without its influence (most references to its “psychographic” profiling in The New York Times’ story are appropriately skeptical). It would be hard to say without a lot more cooperation from the company and Facebook itself. But the leak by one of its researchers is an incredibly rare glimpse into a fairly routine process in an industry that is so staggeringly enormous and influential, not just in politics but in our personal, day-to-day existence, that it’s difficult to believe that it is anything but a mistake. But it isn’t, and wasn’t, a mistake. It is how things happened and are still happening every day.
I’ve written about privacy issues on and off throughout my career, and I’d like to think if I were better at it, people would care by now. But it’s profoundly difficult to get any normal person properly riled about it, because there is nothing to point to that shows them what the troves of personal data held by businesses and marketing companies can do. Many issues don’t get the coverage and reaction they deserve because there is no effect; no visual, concrete element. It seems too easy to look at the Cambridge Analytica leaks and then blame Facebook for Trump. But when this incident is added to a pile of other election-related scandals where poor beset little Facebook yet again finds itself at the center, it’s becoming harder for everyone to ignore the connection.

Company’s work in 68 countries laid bare with release of more than 100,000 documents
An explosive leak of tens of thousands of documents from the defunct data firm Cambridge Analytica is set to expose the inner workings of the company that collapsed after the Observer revealed it had misappropriated 87 million Facebook profiles.
More than 100,000 documents relating to work in 68 countries that will lay bare the global infrastructure of an operation used to manipulate voters on “an industrial scale” are set to be released over the next months.
It comes as Christopher Steele, the ex-head of MI6’s Russia desk and the intelligence expert behind the so-called “Steele dossier” into Trump’s relationship with Russia, said that while the company had closed down, the failure to properly punish bad actors meant that the prospects for manipulation of the US election this year were even worse.
The release of documents began on New Year’s Day on an anonymous Twitter account, @HindsightFiles, with links to material on elections in Malaysia, Kenya and Brazil. The documents were revealed to have come from Brittany Kaiser, an ex-Cambridge Analytica employee turned whistleblower, and to be the same ones subpoenaed by Robert Mueller’s investigation into Russian interference in the 2016 presidential election.
Kaiser, who starred in the Oscar-shortlisted Netflix documentary The Great Hack, decided to go public after last month’s election in Britain. “It’s so abundantly clear our electoral systems are wide open to abuse,” she said. “I’m very fearful about what is going to happen in the US election later this year, and I think one of the few ways of protecting ourselves is to get as much information out there as possible.”

The documents were retrieved from her email accounts and hard drives, and though she handed over some material to parliament in April 2018, she said there were thousands and thousands more pages which showed a “breadth and depth of the work” that went “way beyond what people think they know about ‘the Cambridge Analytica scandal’”.
Steele made a rare public intervention to comment on the leaks. He said that while he didn’t know what was in them, the context couldn’t be more important because “on our current trajectory these problems are likely to get worse, not better, and with crucial 2020 elections in America and elsewhere approaching, this is a very scary prospect. Something radical needs to be done about it, and fast.”
He said authorities in the west had failed to punish those practising social and other media manipulation, and “the result will be that while CA may have been exposed and eventually shut down, other, even more sophisticated actors will have been emboldened to interfere in our elections and sow social divisions”.
Kaiser said the Facebook data scandal was part of a much bigger global operation that worked with governments, intelligence agencies, commercial companies and political campaigns to manipulate and influence people, and that raised huge national security implications.
The unpublished documents contain material that suggests the firm was working for a political party in Ukraine in 2017 even while under investigation as part of Mueller’s inquiry and emails that Kaiser says describe how the firm helped develop a “sophisticated infrastructure of shell companies that were designed to funnel dark money into politics”.

“There are emails between these major Trump donors discussing ways of obscuring the source of their donations through a series of different financial vehicles. These documents expose the entire dark money machinery behind US politics.” The same machinery, she says, was deployed in other countries that Cambridge Analytica worked in, including, she claims, Britain.
Emma Briant, an academic at Bard College, New York, who specialises in investigating propaganda and has had access to some of the documents for research, said that what had been revealed was “the tip of the iceberg”.
“The documents reveal a much clearer idea of what actually happened in the 2016 US presidential election, which has a huge bearing on what will happen in 2020. It’s the same people involved who we know are building on these same techniques,” she said.
“There’s evidence of really quite disturbing experiments on American voters, manipulating them with fear-based messaging, targeting the most vulnerable, that seems to be continuing. This is an entire global industry that’s out of control but what this does is lay out what was happening with this one company.”
The woman, who claims that Donald Trumpraped her when she was thirteen years old, is apparently going to break her silence on Wednesday afternoon. The plaintiff, who has used the pseudonym “Jane Doe,” is expected to appear for the first time with her new attorney, Lisa Bloom, to discuss the allegations. Bloom is also representing Jill Harth, who claims that Trump sexually assaulted her while the two did business together in the mid-1990s. The Los Angeles based attorney sent out this tweet about Wednesday afternoon’s press conference:
Last month, “Jane Doe” filed a lawsuit claiming that Trump raped her when she was 13 years old in the 1990s. This is the third attempt the plaintiff has made in filing this particular lawsuit. In October, she filed an amended complaint, with a new “witness” named “Joan Doe.” The plaintiff and witnesses in the case are using pseudonyms, they say, to protect their identities.
“In the 1994-95 school year, I was told by the plaintiff in Jane Doe v. Trump and Epstein (1:16-cv-04642, SDNY) that the plaintiff was subject to sexual contact by the Defendants at parties in New York City during the summer of 1994,” one of the witnesses said in a declaration.
The complaint alleges that billionaire convicted pedophile Jeffrey Epstein had a woman pick up teenage girls for his famous parties, and that one of these girls was “Jane.” Another witness, “Tiffany,” who also provided an affidavit in the lawsuit, said she witnessed Trump and Epstein rape the plaintiff several times. Trump has repeatedly denied the allegations.
“As I have said before, the allegations are categorically untrue and an obvious publicity stunt aimed at smearing my client,” AlanGarten, Trump’s attorney, told LawNewz.comin a previous story, “In the event we are actually served this time, we intend to move for sanctions for this frivolous filing.”
Judge Ronnie Abrams (who also happens to be the sister of LawNewz.com founder Dan Abrams) has called for a status conference hearing on December 16, 2016 (well after the election) at 11:30 am at the U.S. District Court for the Southern District of New York. How „Operation Warp Speed’s“ Big Vaccine Contracts Could Stay Secret
President Trump announced the creation of Operation Warp Speed in May to fast-track a coronavirus vaccine. He called it „a massive scientific and industrial, logistic endeavor unlike anything our country has seen since the Manhattan Project.„
The Trump administration has compared Operation Warp Speed’s crash program to develop a COVID-19 vaccine to the Manhattan Project. And like the notoriously secretive government project to make the first atomic bomb, the details of Operation Warp Speed’s work may take a long time to unravel.
One reason is that Operation Warp Speed is issuing billions of dollars‘ worth of coronavirus vaccine contracts to companies through a nongovernment intermediary, bypassing the regulatory oversight and transparency of traditional federal contracting mechanisms, NPR has learned.
Instead of entering into contracts directly with vaccine makers, more than $6 billion in Operation Warp Speed funding has been routed through a defense contract management firm called Advanced Technologies International, Inc. ATI then awarded contracts to companies working on COVID-19 vaccines.
By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code, it is hereby ordered as follows:
Section 1. Findings. (a) Influenza viruses are constantly changing as they circulate globally in humans and animals. Relatively minor changes in these viruses cause annual seasonal influenza outbreaks, which result in millions of illnesses, hundreds of thousands of hospitalizations, and tens of thousands of deaths each year in the United States. Periodically, new influenza A viruses emerge from animals, including birds and pigs, that can spread efficiently and have sustained transmission among humans. This situation is called an influenza pandemic (pandemic). Unlike seasonal influenza, a pandemic has the potential to spread rapidly around the globe, infect higher numbers of people, and cause high rates of illness and death in populations that lack prior immunity. While it is not possible to predict when or how frequently a pandemic may occur, there have been 4 pandemics in the last 100 years. The most devastating pandemic occurred in 1918-1919 and is estimated to have killed more than 50 million people worldwide, including 675,000 Americans.
(b) Vaccination is the most effective defense against influenza. Despite recommendations by the Centers for Disease Control and Prevention (CDC) that nearly every American should receive the influenza vaccine annually, however, seasonal influenza vaccination levels in the United States have currently reached only about 45 percent of CDC goals.
(c) All influenza vaccines presently in use have been developed for circulating or anticipated influenza viruses. These vaccines must be reformulated for each influenza season as well as in the event of a pandemic. Additional research is needed to develop influenza vaccines that provide more effective and longer-lasting protection against many or all influenza viruses.
(d) The current domestic enterprise for manufacturing influenza vaccines has critical shortcomings. Most influenza vaccines are made in chicken eggs, using a 70-year-old process that requires months-long production timelines, limiting their utility for pandemic control; rely on a potentially vulnerable supply chain of eggs; require the use of vaccine viruses adapted for growth in eggs, which could introduce mutations of the influenza vaccine virus that may render the final product less effective; and are unsuitable for efficient and scalable continuous manufacturing platforms.
(e) The seasonal influenza vaccine market rewards manufacturers that deliver vaccines in time for the influenza season, without consideration of the speed or scale of these manufacturers’ production processes. This approach is insufficient to meet the response needs in the event of a pandemic, which can emerge rapidly and with little warning. Because the market does not sufficiently reward speed, and because a pandemic has the potential to overwhelm or compromise essential government functions, including defense and homeland security, the Government must take action to promote faster and more scalable manufacturing platforms.
Sec. 2. Policy. It is the policy of the United States to modernize the domestic influenza vaccine enterprise to be highly responsive, flexible, scalable, and more effective at preventing the spread of influenza viruses. This is a public health and national security priority, as influenza has the potential to significantly harm the United States and our interests, including through large-scale illness and death, disruption to military operations, and damage to the economy. This order directs actions to reduce the United States’ reliance on egg-based influenza vaccine production; to expand domestic capacity of alternative methods that allow more agile and rapid responses to emerging influenza viruses; to advance the development of new, broadly protective vaccine candidates that provide more effective and longer lasting immunities; and to support the promotion of increased influenza vaccine immunization across recommended populations.
Sec. 3. National Influenza Vaccine Task Force. (a) There is hereby established a National Influenza Vaccine Task Force (Task Force). The Task Force shall identify actions to achieve the objectives identified in section 2 of this order and monitor and report on the implementation and results of those actions. The Task Force shall be co-chaired by the Secretary of Defense and the Secretary of Health and Human Services, or their designees.
(b) In addition to the Co-Chairs, the Task Force shall consist of a senior official from the following executive branch departments, agencies, and offices:
(i) the Department of Defense (DOD);
(ii) the Department of Justice;
(iii) the Department of Agriculture;
(iv) the Department of Veterans Affairs (VA);
(v) the Department of Homeland Security;
(vi) the United States Food and Drug Administration;
(vii) the Centers for Disease Control and Prevention;
(viii) the National Institutes of Health (NIH);
(ix) the Centers for Medicare and Medicaid Services (CMS); and
(x) the Biomedical Advanced Research and Development Authority (BARDA).
(c) The Co-Chairs may jointly invite additional Federal Government representatives, with the consent of the applicable executive department, agency, or office head, to attend meetings of the Task Force or to become members of the Task Force, as appropriate.
(d) The staffs of the Department of State, the Office of Management and Budget (OMB), the National Security Council, the Council of Economic Advisers, the Domestic Policy Council, the National Economic Council, and the Office of Science and Technology Policy (OSTP) may attend and participate in any Task Force meetings or discussions.
(e) The Task Force may consult with State, local, tribal, and territorial government officials and private sector representatives, as appropriate and consistent with applicable law.
(f) Within 120 days of the date of this order, the Task Force shall submit a report to the President, through the Assistant to the President for National Security Affairs, the Assistant to the President for Domestic Policy, the Director of the Office of Management and Budget, and the Director of the Office of Science and Technology Policy. The report shall include:
(i) a 5-year national plan (Plan) to promote the use of more agile and scalable vaccine manufacturing technologies and to accelerate development of vaccines that protect against many or all influenza viruses;
(ii) recommendations for encouraging non-profit, academic, and private-sector influenza vaccine innovation; and
(iii) recommendations for increasing influenza vaccination among the populations recommended by the CDC and for improving public understanding of influenza risk and informed influenza vaccine decision-making.
(g) Not later than June 1 of each of the 5 years following submission of the report described in subsection (f) of this section, the Task Force shall submit an update on implementation of the Plan and, as appropriate, new recommendations for achieving the policy objectives set forth in section 2 of this order.
Sec. 4. Agency Implementation. The heads of executive departments and agencies shall also implement the policy objectives defined in section 2 of this order, consistent with existing authorities and appropriations, as follows:
(a) The Secretary of HHS shall:
(i) through the Assistant Secretary for Preparedness and Response and BARDA:
(A) estimate the cost of expanding and diversifying domestic vaccine-manufacturing capacity to use innovative, faster, and more scalable technologies, including cell-based and recombinant vaccine manufacturing, through cost-sharing agreements with the private sector, which shall include an agreed-upon pricing strategy during a pandemic;
(B) estimate the cost of expanding domestic production capacity of adjuvants in order to combine such adjuvants with both seasonal and pandemic influenza vaccines;
(C) estimate the cost of expanding domestic fill-and-finish capacity to rapidly fulfill antigen and adjuvant needs for pandemic response;
(D) estimate the cost of developing, evaluating, and implementing delivery systems to augment limited supplies of needles and syringes and to enable the rapid and large-scale administration of pandemic influenza vaccines;
(E) evaluate incentives for the development and production of vaccines by private manufacturers and public-private partnerships, including, in emergency situations, the transfer of technology to public-private partnerships — such as the HHS Centers for Innovation and Advanced Development and Manufacturing or other domestic manufacturing facilities — in advance of a pandemic, in order to be able to ensure adequate domestic pandemic manufacturing capacity and capability;
(F) support, in coordination with the DOD, NIH, and VA, a suite of clinical studies featuring different adjuvants to support development of improved vaccines and further expand vaccine supply by reducing the dose of antigen required; and
(G) update, in coordination with other relevant public health agencies, the research agenda to dramatically improve the effectiveness, efficiency, and reliability of influenza vaccine production;
(ii) through the Director of NIH, provide to the Task Force estimated timelines for implementing NIH’s strategic plan and research agenda for developing influenza vaccines that can protect individuals over many years against multiple types of influenza viruses;
(iii) through the Commissioner of Food and Drugs:
(A) further implement vaccine production process improvements to reduce the time required for vaccine production (e.g., through the use of novel technologies for vaccine seed virus development and through implementation of improved potency and sterility assays);
(B) develop, in conjunction with the CDC, proposed alternatives for the timing of vaccine virus selection to account for potentially shorter timeframes associated with non egg based manufacturing and to facilitate vaccines optimally matched to the circulating strains;
(C) further support the conduct, in collaboration with the DOD, BARDA, and CDC, of applied scientific research regarding developing cell lines and expression systems that markedly increase the yield of cell-based and recombinant influenza vaccine manufacturing processes; and
(D) assess, in coordination with BARDA and relevant vaccine manufacturers, the use and potential effects of using advanced manufacturing platforms for influenza vaccines;
(iv) through the Director of the CDC:
(A) expand vaccine effectiveness studies to more rapidly evaluate the effectiveness of cell based and recombinant influenza vaccines relative to egg-based vaccines;
(B) explore options to expand the production capacity of cell-based vaccine candidates used by industry;
(C) develop a plan to expand domestic capacity for whole genome characterization of influenza viruses;
(D) increase influenza vaccine use through enhanced communication and by removing barriers to vaccination; and
(E) enhance communication to healthcare providers about the performance of influenza vaccines, in order to assist them in promoting the most effective vaccines for their patient populations; and
(v) through the Administrator of CMS, examine the current legal, regulatory, and policy framework surrounding payment for influenza vaccines and assess adoption of domestically manufactured vaccines that have positive attributes for pandemic response (such as scalability and speed of manufacturing).
(b) The Secretary of Defense shall:
(i) provide OMB with a cost estimate for transitioning DOD’s annual procurement of influenza vaccines to vaccines manufactured both domestically and through faster, more scalable, and innovative technologies;
(ii) direct, in coordination with the VA, CDC, and other components of HHS, the conduct of epidemiological studies of vaccine effectiveness to improve knowledge of the clinical effect of the currently licensed influenza vaccines;
(iii) use DOD’s network of clinical research sites to evaluate the effectiveness of licensed influenza vaccines, including methods of boosting their effectiveness;
(iv) identify opportunities to use DOD’s vaccine research and development enterprise, in collaboration with HHS, to include both early discovery and design of influenza vaccines as well as later-stage evaluation of candidate influenza vaccines;
(v) investigate, in collaboration with HHS, alternative correlates of immune protection that could facilitate development of next-generation influenza vaccines;
(vi) direct the conduct of a study to assess the feasibility of using DOD’s advanced manufacturing facility for manufacturing cell-based or recombinant influenza vaccines during a pandemic; and
(vii) accelerate, in collaboration with HHS, research regarding rapidly scalable prophylactic influenza antibody approaches to complement a universal vaccine initiative and address gaps in current vaccine coverage.
(c) The Secretary of VA shall provide OMB with a cost estimate for transitioning its annual procurement of influenza vaccines to vaccines manufactured both domestically and with faster, more scalable, and innovative technologies.
Sec. 5. Termination. The Task Force shall terminate upon direction from the President or, with the approval of the President, upon direction from the Task Force Co-Chairs.
Sec. 6. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

OWS will allow countermeasures such as a vaccine to be delivered to patients more rapidly while adhering to standards for safety and efficacy.
Rather than eliminating steps from traditional development timelines, steps will proceed simultaneously, such as starting manufacturing of vaccines and therapeutics at industrial scale well before the demonstration of efficacy and safety as happens normally. This increases the financial risk, but not the product risk.
And even though OWS was announced on May 15th, the government admits that they were already working with some pharmaceutical companies to develop a vaccine – including a $483 million grant to Moderna on April 16th, and $456 million in funds for Johnson & Johnson’s (Janssen) on March 30th.
However, it appears the Trump administration was already working with the pharmaceutical giant Moderna to create a mRNA vaccine before OWS was launched, and even before a single case of Covid-19 was reportedly confirmed in the United States.
On November 16th, 2020, roughly a few weeks before the first round of Americans were the first to get vaccinated, Donald Trump’s daughter Ivanka – a senior advisor for her father, and was also the director of the Office of Economic Initiatives and Entrepreneurship – made a statement on Twitter following Moderna’s announcement of the efficacy results of their shot.
In response to someone’s criticism of Donald and the administration trying to take credit for the development of the vaccines, saying only Pfizer and Moderna should get the glory, Ivanka responded with this:

So apparently, taking Ivanka at her word, this seems to be a rather big fly in the ointment concerning the development of the mRNA vaccines; that the Trump administration was already aware of the mRNA tech, the development of the shots, and a partnership with Moderna that was already in place an entire week before the first purported case of Covid-19 was confirmed (January 20th, 2020).
Howbeit The WinePress had already reported that the Trump administration was already prepping for a “pandemic” in advance before 2020. In 2019 Donald Trump initiated what was called “Crimson Contagion:” a pandemic simulation event identical to the likes of the infamous Event 201 simulation, that prophesized a deadly and highly infectious “new coronavirus” to sweep the globe, where many of the measures practiced in advance came to pass.
This Crimson Contagion event ultimately culminated with President Trump signing an executive order on September 19th, 2019, to produce new influenza vaccines in conjunction with the same groups involved in OWS, “to advance the development of new, broadly protective vaccine candidates that provide more effective and longer lasting immunities; and to support the promotion of increased influenza vaccine immunization across recommended populations,” the executive order reads.
Furthermore, The WP documents that what would later become the $6.2 trillion CARES Act Trump signed in late-March as the lockdowns commenced, was already drafted as early as January 24th, 2019, and was ready to be voted upon by the Senate in July, but was then picked-up in March of 2020.
But as concerning Ivanka’s statement, what she said is indeed true.
According to an official press release from Moderna, published on March 16th, 2020, they do confirm this partnership was legitimate.
mRNA-1273 is an mRNA vaccine against SARS-CoV-2 encoding for a prefusion stabilized form of the Spike (S) protein, which was selected by Moderna in collaboration with investigators from the Vaccine Research Center (VRC) at the National Institute of Allergy and Infectious Diseases (NIAID), a part of NIH. Manufacture of the first clinical batch was funded by the Coalition for Epidemic Preparedness Innovations (CEPI).
On January 11, 2020, the Chinese authorities shared the genetic sequence of the novel coronavirus. On January 13, 2020 the VRC and Moderna’s infectious disease research team finalized the sequence for the SARS-CoV-2 vaccine and Moderna mobilized toward clinical manufacture. The first clinical batch was completed on February 7, 2020 and underwent analytical testing; it was shipped on February 24, 2020 from Moderna and delivered to NIH from the Company’s manufacturing facility in 42 days from sequence selection.The company said in their press release, “Moderna Announces First Participant Dosed in NIH-led Phase 1 Study of mRNA Vaccine (mRNA-1273) Against Novel Coronavirus”
However, be that as it may, the United States was already investing and aiding in research to develop and test mRNA tech well before Trump became President in 2017.
On September 7th, 2016, – the final months of the Obama administration – Genetic Engineering & Biotechnology News (GEN) reported that Moderna received a $125 million grant from the Biomedical Advanced Research and Development Authority (BARDA) to develop an mRNA vaccine to protect against the Zika virus, a virus that is transmitted by mosquitoes.
Furthermore, GEN reported that Moderna had already received funding from the Defense Advanced Research Projects Agency (DARPA), along with the Bill & Melinda Gates Foundation. They also received $474 million in equity financing from undisclosed “existing institutional investors and world-class strategic pharmaceutical partners as well as participation of new institutional investors from the United States, Europe and Asia.”
We plan to initiate a Phase I study within the next several months. We believe our mRNA vaccine technology offers potential advantages in efficacy, speed of development, and production scalability and reliability, which may position Moderna as a leader in preparing for and responding to infectious disease threats, such as Zika.Moderna CEO Stéphane Bancel said in the statement
In a since-deleted press release on Moderna’s website, October 2nd, 2013, the pharmaceutical giant revealed that they had received a $25 Million grant from DARPA to develop the mRNA technology itself.
‘(DARPA) has awarded the company up to $25 million to research and develop its messenger RNA therapeutics™ platform as a rapid and reliable way to make antibody-producing drugs to protect against a wide range of known and unknown emerging infectious diseases and engineered biological threats,’ Moderna said in the press release.
This grant is part of a DARPA program called ADEPT: PROTECT (Autonomous Diagnostics to Enable Prevention and Therapeutics: Prophylactic Options to Environmental and Contagious Threats). The goal is to develop platform technologies that can be deployed safely and rapidly to provide the U.S. population with near-immediate protection against emerging infectious diseases and engineered biological weapons, even in cases when the pathogen or infectious agent is unknown.Moderna further explained

However, besides all of this, official government records indicate the federal government may actually own some of the rights to the mRNA, and do not necessarily need to rely on Moderna and others.
After combing through tons of documentsthat detail the government’s involvement with mRNA and other coronavirus-related therapeutics, Public Citizen came to this conclusion:
The U.S. government may jointly own a potential coronavirus vaccine. The National Institutes of Health (NIH) has played a critical role in coronavirus research for years. Building off this work, federal scientists have helped design and test mRNA-1273—a vaccine candidate developed in partnership with Moderna.
The federal government has filed multiple patents covering mRNA-1273. In this report, we describe two patent applications that list federal scientists as co-inventors. If the government successfully pursued its patent filings, the resulting patents would likely confer significant rights. We also review recently disclosed contracts between NIH and Moderna. The agreements suggest that NIH has not transferred its rights, but instead maintains a joint stake.
The U.S. government may jointly own a potential COVID-19 vaccine. At least two patent applications that appear essential to the vaccine name federal scientists as inventors, giving the U.S. government ownership if the patents are granted. Collaboration agreements also support the government’s ownership stake in mRNA-1273.
Co-ownership provides significant rights. For example, assuming there were no other monopolies, the government could make, use, or sell the technology without the consent of Moderna. It could also license the technology to others, including other vaccine manufacturers or the World Health Organization, without the consent of Moderna.
Simply put: the United States has long since been working on and funding the development of the mRNA technology.
Multibillionaire philanthropist and investor Bill Gates, who has invested plenty of time and money into mRNA, has said that for the “next pandemic” there will be plenty of “mRNA factories” ready for it.

The next really wired thing is the pre-crime program that the right hand of Trump, Peter Thiel is dreamed of in his wettest dreams and was legalized by Person of Interest and binding component to Trump & Jeffrey Epstein, Bill Barr. William is the son of OSS intelligence member Donald Barr the well known Dolten School Director that gave Epstein the Job as Teacher on his private upperclass School and during his time as Director he published the book called “Space Relations” in whom Aliens in the Space have human children as sex slaves. Last Wednesday, U.S. Attorney General William Barr issued a memorandum to all U.S. attorneys, law enforcement agencies and top ranking Justice Department officials announcing the imminent implementation of a new “national disruption and early engagement program” aimed at detecting potential mass shooters before they commit any crime.
Per the memorandum, Barr has “directed the Department [of Justice] and the FBI to lead an effort to refine our ability to identify, assess and engage potential mass shooters before they strike.” The Attorney General further described the coming initiative, slated to be implemented early next year, as “an efficient, effective and programmatic strategy to disrupt individuals who are mobilizing towards violence, by all lawful means.” More specific information about the program is set to follow the recent memorandum, according to Barr, though it is unclear if that forthcoming document will be made public.
Barr also requested that those who received the memorandum send their “best and brightest” to a training conference at FBI headquarters this coming December where the DOJ, FBI and “private sector partners” will prepare for the full implementation of the new policy and will also be able to provide “new ideas” for inclusion in the program.
Barr’s memorandum also alludes to current practices by the FBI and DOJ that will shape the new plan. Though more specifics of the new policy will be provided in the forthcoming notice, Barr notes that “newly developed tactics” used by the Joint Terrorist Task Forces “include the use of clinical psychologists, threat assessment professionals, intervention teams and community groups” to detect risk and suggests that the new “early engagement program” will work along similar lines. Barr also alludes to this “community” approach in a separate instance, when he writes that “when the public ‘says something’ to alert us to a potential threat, we must do something.”
However, the memorandum differentiates suspected terrorists from the individuals this new program is set to pursue. Barr states that, unlike many historical terrorism cases, “many of today’s public safety threats appear abruptly and with sometimes only ambiguous indications of intent” and that many of these individuals “exhibit symptoms of mental illness and/or have substance abuse problems.”
Thus, the goal of the program is ostensibly to circumvent these issues by finding new and likely controversial ways to determine intent. As will be shown later in this report, Barr’s recent actions suggest that the way this will be accomplished is through increased mass surveillance of everyday Americans and the use of algorithms to analyze that bulk data for vaguely defined symptoms of “mental illness.”
Barr also suggested the likely courses of action that would follow the identification of a given individual as a “potential mass shooter.” The Attorney General notes that in past cases individuals deemed a violent or terroristic threat before they commit a crime are subject to “detention, court-ordered mental health treatment, substance abuse counseling, electronic monitoring”, among other measures. Ostensibly, the new program would then apply these same practices to individuals in the U.S. that federal authorities believe are “mobilizing towards violence,” as Barr put it.
The memorandum, despite heralding a new era of Orwellian surveillance and “pre-crime” on a national level, has been sparsely covered by the mainstream media. One of the few reports that did cover the new Justice Department policy, published Wednesday by the Huffington Post, framed the new Barr-led initiative as largely positive and asserted that the “anti-terror tactics” to which Barr alluded could “help thwart mass shooters.” No mention was made in the piece of the threat such a program is likely to pose to civil liberties.
Furthermore, no mention was made of Barr’s clear push over the past few months to lay the groundwork for this recently announced program. Indeed, since becoming Attorney General under President Trump, Barr has spearheaded numerous efforts to this end, including pushing for a government backdoor into consumer apps or devices that utilize encryption and for a dramatic increase of long-standing yet controversial warrantless electronic surveillance programs.
On July 23rd, Barr gave the keynote address at the 2019 International Conference on Cyber Security (ICCS) and mainly focused on the need for consumer electronic products and applications that use encryption to offer a “backdoor” for the government, specifically law enforcement, in order to obtain access to encrypted communications as a matter of public safety.
Barr went onto say that “warrant-proof encryption is also seriously impairing our ability to monitor and combat domestic and foreign terrorists.” Barr stated that “smaller terrorist groups and ‘lone wolf’ actors” — such as those involved in the series of mass shootings in California, Texas and Ohio that occurred in the weeks after his speech — “have turned increasingly to encryption.” Barr later noted that he was specifically referencing encryption used by “consumer products and services such as messaging, smartphones, email, and voice and data applications.”
To overcome the resistance by some private companies — who do not want to renege on their right to privacy by giving the government backdoor access to their devices — and American consumers, Barr tellingly anticipated “a major incident may occur at any time that will galvanize public opinion on these issues.” Shortly after this speech, several mass shootings, including one at an El Paso Walmart took place, which again brought the issue to the forefront of political discourse.
As MintPress reported at the time, Barr’s uncanny prediction and a litany of other oddities related to the El Paso shooting left many answered questions about the FBI’s foreknowledge of the event. In addition, the tragedy did appear to serve as the very “galvanizing” event that Barr had anticipated, as the solution offered by President Trump in the wake of the shootings was the creation of a government backdoor into encryption as well as calling for the very pre-crime system Barr formally announced just last week.
THE PRE-CRIME DRAGNET TAKES SHAPE
More recently, Barr and U.K. Home Secretary Priti Patel signed a data access agreement on October 3rd that allows both countries to demand electronic data on consumers from tech companies based in the other country without legal restrictions. It is the first executive agreement reached as part of the controversial Clarifying Overseas Use of Data Act or CLOUD Act passed by the U.S. Congress last year.
The CLOUD Act has come under fire from rights groups who have warned that the legislation gives “unlimited jurisdiction to U.S. law enforcement over any data controlled by a service provider, regardless of where the data is stored and who created it” and that this also “applies to content, metadata, and subscriber information”, including private messages.
Yet, Barr and Patel claimed that the data access agreement will instead “enhance” civil liberties and further asserted that the agreement would be used to go after “pedophiles” and “organized crime”, even though both Barr and his U.K. equivalent have shown minimal interest in pursuing the co-conspirators of child sex trafficker and pedophile Jeffrey Epstein, whose sex trafficking network has been linked to both organized crime and the intelligence agencies of both the U.S. and Israel. Some have charged that the lack of interest on the part of William Barr is due to the fact that Barr’s father once hired the now deceased pedophile.
Notably, Jeffrey Epstein also had an apparent interest in pre-crime technologies, and was a key funder of the controversial technology company Carbyne911, along with former Israeli Prime Minister and close Epstein associate Ehud Barak. Carbyne911 is one of several Israeli companies that market their software products to the U.S. as a means of reducing mass shootings and improving the response times of emergency service providers. These companies boast numerous and troubling connections to the governments and intelligence communities of both the U.S. and Israel. Epstein, himself linked to the intelligence apparatuses of both nations, invested at least $1 million in Carbyne911 through a “data mining” company he controlled.
As was detailed in a recent MintPress exposé on these companies, Carbyne911 and similar companies extract any and all data from consumer smartphones for merely making emergency calls and then use it to “analyze the past and present behavior of their callers, react accordingly, and in time predict future patterns,” with the ultimate goal of smart devices making emergency calls to the authorities, as opposed to human beings.
Data obtained from these software products, already used by several U.S. counties and slated to be adopted nationwide as part of a new national “next generation” 911 system, will then be shared with the same law enforcement agencies who will soon be implementing Barr’s “national disruption and early engagement program” to target individuals flagged as potentially violent based on vague criteria.
Notably, following the El Paso shooting, President Trump has been mulling the creation of a new federal agency known as HARPA that would work with the Department of Justice to use “breakthrough technologies with high specificity and sensitivity for early diagnosis of neuropsychiatric violence,” specifically “advanced analytical tools based on artificial intelligence and machine learning.” The data to be analyzed would be harvested from consumer electronic devices as well as information provided by health-care providers to identify who may be a threat. It is important to point out that such initiatives, whether HARPA or Barr’s newly announced program, are likely to define “mental illness” to include some political beliefs, given that the FBI recently stated in an internal memo that “conspiracy theories” were motivating some domestic terror threats and a series of questionable academic studies have sought to link“conspiracy theorists” to mental illnesses. Thus, the Department of Justice and “mental health professionals” have essentially already defined those who express disbelief in official government narratives as both a terror threat and mentally ill — and thus worthy of special attention from pre-crime programs.
SLEEPWALKING INTO A NIGHTMARE
This widely overlooked background is crucial to understanding William Barr’s recent memorandum and the massive and greatly underreported shift in the policy it heralds. Over a period of several months, Barr — aided by “private sector partners” as well as other current and former government officials — has been laying the groundwork for the system he has now formally announced.
Through the software products offered by companies like Carbyne911 and through Barr’s personal crusade to mandate government backdoors into encrypted software and products, Barr’s new pre-crime program already has the tools for the mass extraction and storage of consumer data by means of both private tech companies and public services like emergency call centers.
Through the already drafted plan for HARPA and its proposed solution to identifying “mental illness” via artificial intelligence and machine learning, this newly announced “pre-crime” program will have the means to analyze the mass of data harvested from consumer electronic devices from Carbyne and other means using vague “mental health criteria.”
While many of the specifics of the program remain unknown, the actions of Barr and others in government and private sectors show that this newly announced initiative is the product of years of careful planning and many of the tactics and tools it is poised to use have been in the works for months and even years.
In recent decades, and especially after the September 11 attacks, Americans have quietly traded an increasing number of civil liberties for increased government “counter-terrorism” programs and wars purportedly waged to “keep us safe.” Now, those same policies used to target “terrorists” are set to be used against ordinary Americans, whose electronic lives and communications are now set to be scoured for evidence of “mental illness.” If these untransparent algorithms flag an individual, that could be enough lead to court-ordered “mental health treatment” or even imprisonment regardless of whether or not a crime was committed or even planned.
As a consequence, William Barr’s coming “pre-crime” program is arguably worse than the stuff of dystopian science fiction novels and films as it not only aims to detain Americans who have committed no crime but will expressly target individuals based on their use of electronic consumer products and the contents of their communications with their friends, family, co-workers, and others.
Less than a day after President Donald Trump outraged many members of the Jewish community for his comments about their loyalty, he tweeted out the claim that Israeli Jews view him as the „second coming of God.“
In a series of tweets Wednesday morning, Mr. Trump quoted conservative radio host and known conspiracy theorist Wayne Allyn Root, who practically declared the president the Messiah during his show Tuesday night.
Quoting Root, Mr. Trump shared the message that he is „the greatest President for Jews and for Israel in the history of the world,“ that „the Jewish people in Israel love him like he’s the King of Israel“ and even that „They love him like he is the second coming of God.“

Root is also known for promoting bogus right-wing conspiracy theories. He attended Columbia University while Barack Obama was also studying there, then later falsely claimed that Mr. Obama did not actually attend the school. More recently, he falsely said on Twitter that the 2017 mass shooting in Las Vegas, which killed 58 people, was an act of Muslim terrorism. The gunman was not Muslim and investigators were unable to determine a motive.
The latest tweets come a day after President Trump criticized „any Jewish people that vote for a Democrat,“ saying it „shows either a total lack of knowledge or great disloyalty.“ Leaders in the Jewish community raised concerns that the president was promoting anti-Semitic stereotypes by casting Jews as disloyal. Such accusations have a long and disturbing history of being used against Jews, said Jonathan Greenblatt, chief executive of the Anti-Defamation League.

Former New York City Mayor Rudy Giuliani will advise President-elect Donald Trump on cybersecurity issues, both Giuliani and the Trump transition team announced Thursday.
“President-elect Trump is very pleased to announce former Mayor Rudy Giuliani will be sharing his expertise and insight as a trusted friend concerning private sector cyber security problems and emerging solutions developing in the private sector,” said the Trump team press release.
Giuliani became a cybersecurity consultant after his move to the private sector.
His first job in the new role will be bringing together private-sector leaders to determine America’s state of security and varied steps being taken to improve it.
“Mr. Giuliani was asked to initiate this process because of his long and very successful government career in law enforcement and his now 16 years of work providing security solutions in the private sector,” the Trump team said.
Giuliani, speaking Thursday on Fox News’ Fox and Friends, said, “The president-elect decided that he wanted to bring in, on a regular basis, the people in the private sector — corporate leaders in particular and thought leaders in the private sector who are working on security for cyber because we’re so far behind.”
“We’re so far behind and it’s his belief, which I share, that a lot of the solutions are out there, but we’re not sharing them,” said Giuliani.
“Like cancer, there is cancer research going on all over the place. You all wish they get together in one room, maybe we find a cure. My belief, as always, the answer to cybersecurity will be found in the private sector. That is where we have the great creativity.”
“I’ll coordinate the whole thing. I’ll get the people in, make sure the meeting takes place, make sure they get the information from the private sector,” he said.
Giuliani said America is playing catch-up.
“Here’s what happened to us: Acquisition of information got way ahead of our ability to defend it,” he said.
Giuliani said the committee will foster greater collaboration, which will benefit the public and private sectors.
“It will form a little more connection between these people who are doing cybersecurity so they can work with each other,” he said.

The term technocracy is derived from the Greek words τέχνη, tekhne meaning skill and κράτος, kratos meaning power, as in governance, or rule. William Henry Smyth, a California engineer, is usually credited with inventing the word technocracy in 1919 to describe „the rule of the people made effective through the agency of their servants, the scientists and engineers“, although the word had been used before on several occasions.[6][8][9] Smyth used the term Technocracy in his 1919 article „Technocracy” – Ways and Means to Gain Industrial Democracy“ in the journal Industrial Management (57).[10]Smyth’s usage referred to Industrial democracy: a movement to integrate workers into decision-making through existing firms or revolution.[10]
In the 1930s, through the influence of Howard Scott and the technocracy movement he founded, the term technocracy came to mean ‚government by technical decision making‘, using an energy metric of value. Scott proposed that money be replaced by energy certificates denominated in units such as ergs or joules, equivalent in total amount to an appropriate national net energy budget, and then distributed equally among the North American population, according to resource availability.[11][2]
The American economist and sociologist Thorstein Veblen was an early advocate of technocracy and was involved in the Technical Alliance, as were Howard Scottand M. King Hubbert (the latter of whom later developed the theory of peak oil). Veblen believed technological developments would eventually lead to a socialistic reorganization of economic affairs. Veblen saw socialism as one intermediate phase in an ongoing evolutionary process in society that would be brought about by the natural decay of the business enterprise system and the rise of the engineers.[38]Daniel Bell sees an affinity between Veblen and the Technocracy movement.[39]
In 1932, Howard Scott and Marion King Hubbert founded Technocracy Incorporated and proposed that money be replaced by energy certificates. The group argued that apolitical, rational engineers should be vested with the authority to guide an economy into a thermodynamically balanced load of production and consumption, thereby doing away with unemployment and debt.[2]
The technocracy movement was briefly popular in the US in the early 1930s during the Great Depression. By the mid-1930s, interest in the movement was declining. Some historians have attributed the decline to the rise of Roosevelt’s New Deal.[40][41]
Historian William E. Akin rejects this conclusion. Instead, Akin argues that the movement declined in the mid-1930s due to the technocrats‘ failure to devise a ‚viable political theory for achieving change‘.[42]Akin postulates that many technocrats remained vocal, dissatisfied, and often sympathetic to anti-New Deal third-party efforts.[43]
There is in common usage found the derivative term technocrat. The word technocrat can refer to someone exercising governmental authority because of their knowledge,[12] „a member of a powerful technical elite“, or „someone who advocates the supremacy of technical experts“.[13][4][5] McDonnell and Valbruzzi define a prime minister or minister as a technocrat if „at the time of their appointment to government, they: have never held public office under the banner of a political party; are not a formal member of any party; and are said to possess recognized non-party political expertise which is directly relevant to the role occupied in government“.[14] In Russia, the President of Russia has often nominated ministers based on technical expertise from outside political circles, and these have been referred to as „technocrats“.[15][16]
In a publication from 1938 Technocracy Inc. the main organization made the following statement in defining their proposal:
Technocracy is the science of social engineering, the scientific operation of the entire social mechanism to produce and distribute goods and services to the entire population of this continent. For the first time in human history it will be done as a scientific, technical, engineering problem. There will be no place for Politics or Politicians, Finance or Financiers, Rackets or Racketeers. Technocracy states that this method of operating the social mechanism of the North American Continent is now mandatory because we have passed from a state of actual scarcity into the present status of potential abundance in which we are now held to an artificial scarcity forced upon us in order to continue a Price System which can distribute goods only by means of a medium of exchange.
Technocracy states that price and abundance are incompatible; the greater the abundance the smaller the price. In a real abundance there can be no price at all. Only by abandoning the interfering price control and substituting a scientific method of production and distribution can an abundance be achieved. Technocracy will distribute by means of a certificate of distribution available to every citizen from birth to death.
The Technate will encompass the entire American Continent from Panama to the North Pole because the natural resourcesand the natural boundary of this area make it an independent, self-sustaining geographical unit.[43]
Code: From Information Theory to French Theory“Welcome to the future of artificial hellthcare”

In reconstructing the political impetus of longstanding efforts to render diverse and unwieldy phenomena as forms of code, this outstanding book offers a new history of cybernetics and digital media with far-reaching epistemological, ideological, and ethical implications. Bernard Dionysius Geoghegan’s rich and surprising account of the common inheritance shared by information theory and French Theory in the era of liberal technocracy, industrial capitalism, and colonial crisis will change how we think about the nature, risks, and possibilities of data analytics, critical theory, and the digital humanities now and for years to come.
As an interdisciplinary science of communication, computation, and control, cybernetics has long been associated with Second World War military innovations and post-war digital computing. In offering an alternative periodization which arcs back to Progressive Era liberal technocracy in the US, Code assembles a novel account of the birth of cybernetic thinking which foregrounds the social engineering of welfare over technologies of warfare. Vital to the emergence of cybernetic epistemologies, in this view, were robber baron philanthropies such as the Rockefeller Foundation and the Josiah Macy Foundation which, in the aftermath of the First World War, sought to engage technical management as a noncoercive means of addressing international political violence and domestic matters of inequality and ‘social hygiene’.
A key player in Code’s account of these dynamics is the scientist Warren Weaver who, in his role as director of the Rockefeller Foundation’s Division of Natural Sciences from 1932 to 1955, approved major projects by the mathematicians Norbert Weiner and John von Neumann, the computer engineer Vannevar Bush, and other leading cybernetic researchers. Weaver was, of course, a prominent cybernetician in his own right, as illustrated most famously in his 1949 reinterpretation of the information theorist Claude Shannon’s article ‘A Mathematical Theory of Communication’, in which he argued that written letters, spoken words, musical notes, and visual images could be treated indiscriminately as symbols subject to computational analysis (Dionysius Geoghegan, 2023: 22). One of the book’s most significant contributions is, in this vein, its incisive analysis of the impact of the ideological orientations of private foundations (comprised of some of the wealthiest industrial magnates in the US) on the technocratic directions and possibilities of 20th-century scientific research.
These dynamics take on new contours today given how the worldviews of Silicon Valley tech elites are actively coalescing with right-leaning political movements to ‘advance an illiberal agenda and authoritarian tendencies’ (Troy, 2023). Providing important historical context for current developments, the book illuminates how a widespread focus within histories of cybernetics on ‘spectacular violence between nation states’ has contributed to obscuring ‘more subtle forms of technocratic violence’ (Dionysius Geoghegan, 2023: 52). Crucially, however, stretching cybernetics’ traditional timeline to encompass the 1920s and 1930s also foregrounds the importance of colonial relations, eugenics, and indigenous cultures to the rise of cybernetic methods and epistemologies – while shifting the focus of analysis from engineering, computing, and statistics to anthropology, psychology, linguistics, and critical theory.
The book argues, in this vein, that cybernetic efforts to theorize society in digital terms were informed by ‘three grim human enclosures’: the colony, the asylum, and the camp – each of which were approached as ‘delimited social milieus’ for studying ‘human communication in its elementary forms’ (2023: 1). With respect to the colony, the 1930s colonial ethnography of anthropologists (and founding members of the Macy Conference in Cybernetics inaugurated in New York City in 1942) Margaret Mead and Gregory Bateson becomes central to Code’s genealogical narrative. In their media ethnographies of Balinese tribes carried out between 1936 and 1939, Mead and Bateson mobilize film, photography, and magnetic tape to ‘recast indigenous life as symbolic systems shaping activities as diverse as kinship, breastfeeding and dance’ (p. 63) – thus developing the outlines of early cybernetic analysis, which, Code argues, served as a crucial basis for Rockefeller and Macy funded work to position cybernetic approaches at the heart of the emergent human sciences.
Yet, as Dionysius Geoghegan underscores, the anthropologists’ framing of Balinese cultural patterns as symbolic systems depended ‘on the unacknowledged role of Dutch colonial violence in isolating and impoverishing indigenous life’ (p. 56), which made it particularly accessible to the ethnographic gaze. In this reading, Mead and Bateson’s 1942 book Balinese Character: A Photographic Analysis is revealed as ‘an exercise in media surveillance’ not dissimilar to the ‘obsessive records gathered by the Dutch administrators for colonial control’ (p. 63). Codethus exposes the imperial political technologies underscoring both cybernetic imaginaries and liberal technocratic visions of social improvement. It also, however, reanimates the rich indigenous life forms underlying the ‘impersonal cultural patterns’ that would steer both post-war communication engineering and post-millennial data analytics.
A similar critical treatment is given to Bateson’s work with the Palo Alto group in the 1960s, which mobilized media ethnography to frame the family itself as a cybernetic machine. In the group’s system-based conceptualization of family therapy, ‘families, not individuals, were sick, and the person labelled ill . . . undertook their own communicative amelioration’ (p. 54) – an approach which would shape psychotherapeutic interventions for decades to come. Yet Dionysius Geoghegan argues that in the Palo Alto group’s activities, as in Bateson’s later ecological thinking, what is consistently and problematically hidden from view is the dependence of such cybernetic ideas on ‘concrete places, like colonies, asylums, zoological institutes’ (p. 55). From this perspective, longstanding debates about (dis)embodiment in cybernetics take on new emphases.
The literary scholar and philosopher of science N. Katherine Hayles famously pinpointed the mathematician Alan Turing’s influential 1950 article ‘Computing Machinery and Intelligence’ as marking the ‘inaugural moment of the computer age’ in which ‘the erasure of embodiment is performed’ – an elision arguably supported by Wiener’s and Shannon’s conceptualizations of ‘information as an entity distinct from the substrates carrying it’ (Hayles, 1999: xi). Codewagers, however, that the most significant erasure may have been ‘more political than technological’; starkly evident, that is, in how ‘dreams of cybernetic posthumanism depended on disappearing the bodies of native persons and other subjects regarded as less than human’ (2023: 10) – an argument resonant with contemporary analyses in Black studies and critical data studies which figure histories of machine learning as ‘conditioned by a set of atmospheric conditions that have attempted to organize both humans and technical objects around assumptions of race’ (Amaro, 2022: 13; Benjamin, 2019).
It is important, in this vein, that Code explicitly links the interactions among anthropology, biology, and computing animating early cybernetics to eugenic frameworks. Vannevar Bush, for instance, left MIT in 1939 to assume the presidency of the Carnegie Institution, a sponsor of the Eugenics Record Office, a proponent of ‘deep and abiding biological racism’ which Bush sought to resuscitate on ‘rigorous scientific foundations’ (2023: 36). As Dionysius Geoghegan notes, Bush was particularly interested in Shannon’s 1940 PhD thesis in genetics which explored how genetic transmission and eugenic data might be understood and managed mathematically ‘much like he would devise for telephone relays and chess-playing computers’ (p. 37). While Shannon ended up abandoning this work to focus on wartime engineering problems, Dionysius Geoghegan’s careful unpacking of cybernetics’ ominous entwinements with both colonial surveillance and eugenic methodologies provides crucial foundations for current mappings of the integration of ‘eugenic and segregationist thinking’ into machine learning systems (Chun, 2021: xi).
A further innovative aspect of Code is its detailed account of ‘the cybernetic apparatus’ – how a new epistemic system emerged not simply via the outputs of famous engineers and their machines but rather via a vibrant ‘network of institutions, methods, techniques, researchers, conferences, instruments, laboratories, clinics, infrastructures, and jargon’ (Dionysius Geoghegan, 2023: 13). Alongside the Russian linguist Roman Jakobson, the French anthropologist Claude Lévi-Strauss, a key thinker in the rise of structuralism and structural anthropology, is central to this discussion. Founding his Laboratory for Social Anthropology (LSA) at Paris’s École des Hautes Études en Sciences Sociales (EHESS) in 1960, Lévi-Strauss established ‘logical structures of primitive life with codes, punch cards, mathematics and structural analysis’ (p. 105) in ways that extended Mead and Bateson’s cybernetic colonial ethnography.
Yet the LSA also cultivated a new kind of social knowledge sympathetic to ‘the political infrastructures of 1960s global science’ and its changing technocratic logic in which ‘debates shifted from concrete embodied facts to the capacity to navigate, synthesize, and rearrange relations among data’ (p. 132). Foreshadowing the global postmodern condition to follow, Lévi-Strauss ultimately succeeded, Code contends, in shifting ‘the location of culture and the task of human sciences from physical artefacts possessed and witnessed by human minds to abstract models whose reality was attested to by machines’ (p. 121) – processes with considerable relevance to ongoing debates around the investments, risks, and potentialities of the digital humanities, and the wider use of quantitative, algorithmic, and data-oriented tools to study human-embodied, affective, socio-cultural life.
For those of us who cut our intellectual teeth on post-structuralism, cultural theory, and feminist and postcolonial critique, the most thought-provoking aspect of Code may be the implications it raises for contemporary critical thought. Although critical theory may still be presented today as straightforwardly critical of scientific or instrumental reason, Dionysius Geoghegan teases out how ‘practices of objectification, quantification, imperial control, [and] data capture and analysis’ are far from foreign to the humanities (p. 174).
From Code’s perspective, then, critical theory, informatics, and data-driven analysis by Google, Facebook and Amazon emerge from shared cybernetic roots. Differently to mid-century communications engineering, however, ‘digital cultural analytics premised on pervasive informatic enclosure [now] appears to be an imminently realizable endeavour’ (p. 171) – yet only, of course, for those who control the ‘codes that mark access to information or reject it’ (Deleuze, 1992: 5).

Published in 2001, with numerous subsequent expanded editions, Edwin Black outlined the key role of IBM’s technology in The Holocaustgenocide committed by the German Nazi regime, by facilitating the regime’s generation and tabulation of punch cards for national census data, military logistics, ghetto statistics, train traffic management, and concentration camp capacity.[1]

Black details an ongoing business relationship between Watson’s IBM and the emerging German regime headed by Adolf Hitler and his National Socialist German Workers Party (NSDAP). Hitler came to power in January 1933; on March 20 of that same year he established a concentration camp for political prisoners in the Bavariantown of Dachau, just outside the city of Munich. Repression against political opponents and the country’s ethnic Jewish population began immediately. By April 1933, some 60,000 had been imprisoned.[2] Business relations between IBM and the Hitler regime continued uninterrupted in the face of broad international calls for an economic boycott.[2]: 45 Willy Heidinger, who remained the chief executive of Dehomag, the German subsidiary of which IBM owned 90%, was an enthusiastic supporter of the Hitler regime.[2]
Under Watson, IBM eagerly contacted the Hitler regime and made it clear that the company was “the solutions company.” Indeed, IBM would offer any solution the Nazis needed—including the Final Solution.
IBM hired thousands to execute a door-to-door racial census. Now Hitler had the Jewish names and locations. Then, IBM created systems to tabulate that personal data against professional and employment databases as well as financial institutions to help Germany systematically pauperize the sick, the useless and the Jews. Then, the data was used to organize the transfer of the feebleminded and sick and later to the mass transfer of the Jews and Gipsies from their homes into ghettos. Ghetto residents were then systematically forced onto trains. Those trains ran on IBM punch cards—they owed their punctual timetables to special IBM scheduling programs. All the work and prisoner data from all concentration camps was fed into a central nerve center in the T-Building at Oranienburg known as Section D-II and powered by custom-wired IBM machines. Everything IBM did was custom, specific, and tailored to the precise Nazi need.
Today, public fear of what big tech can do to surveil, censor, and control our lives—from China to California—has ignited heightening interest in this book and its detailed revelations. In January 2021, IBM and the Holocaust hit Amazon’s top 10 books in any category, #1 in WWII History, #1 in Military History, #1 in Company Profiles, and #1 in Jewish History. At the same time, Barnes & Noble reported the book as its number two most purchased.

To peer into our perilous future, we need only look back and see what IBM helped Hitler do during the Holocaust, in the era before computers existed. Now is the time to ask what could a Hitler-type regime do today and how quickly with today’s high-speed hand-held technology?
But first pause to ask why IBM would ever engage in this genocide?
